NY Legislators Push for VLT Facility Nearby to Woodbury
With only a few days to go before this session of legislature ends in New York, a bill to move operations from the now-shuttered Monticello Raceway to a new location in Orange County is garnering support. The bill, which was introduced just a few days ago, would permit the Resorts World Catskills, Empire Resorts owners to open a brand-new video lottery location near the Woodbury Common outlet center in Central Valley.
Senate Bill S06525B
The legislation of bill S06525B has now caught the attention from Assembly Racing Committee chairman Gary Pretlow and Senate Racing Committee Joseph Addabbo, who commented on the idea of opening a new gambling facility. The Poughkeepsie Journal reported the following statement from Addabbo:
“It does mean a lot to them to preserving jobs at one site, increasing jobs at another and in turn increasing revenue and education funding. If we have that opportunity, I think we should take it.”
According to Bill S06525B, the new gambling location would
“maintain the state video lottery gaming revenue previously coming from video lottery gaming operations Monticello racetrack by authorizing a video lottery gaming facility to be operated in Orange County by the owner of Monticello racetrack.”
The legislation would also dictate that the location be a minimum of 30 miles from Empire City Casino and Raceway, and that due to its closeness to the Westchester County track, the new location would provide payments to Yonkers Raceway.
The bill also discusses how the track and the casino are the county’s largest employer with over 1,600 employees. The bill explains that Empire Resorts wishes to move its current VLT license to a new location with a “more stable revenue base.”
Why This Is Happening Now
Resorts World closed its video lottery terminal (VLT) parlor at Monticello Raceway just a few months ago, but kept the harness track open. A new VLT parlor near the busy Woodbury Common could be a huge advantage to both Monticello Raceway and Resorts World, since they’d share the profits.
Support for This Bill
The bill picked up the support in the Senate of the delegation from the local Hudson Valley, including Senators Metzger and Skoufis, in addition to Yonkers representative Senator Mayer. It’s not sure at this point if the legislation will pick up enough support within legislature to get approved when the session is scheduled to end.
Sports Betting in New York
New York had a pre-existing sports betting law that permitted sports gambling once the federal ban was gone. In May of 2018, that happened when the Supreme Court overturned PASPA, the federal ban on sports betting outside of New York. Currently, the state’s Gaming Commission has approved the rules for sports betting, so New Yorkers could be making sports bets in the very near future.
